Head of Ireland Operations

Job Purpose

The post holder has overall responsibility for the strategic management of all aspects of opera-tional delivery of the Group's learning, community support and employcapability services in Ireland; this incorporates management of performance, budgetary and resource aspects.
The holder will ensure the provision of high quality, responsive and sustainable services which meet the needs of those that use the Group's services; our funders; regulators; Board and other key stakeholders. The Head of Ireland Operations (?HoIO?) will deliver a cross-cutting service solution; one which offers a more holistic, end to end journey for people with a discapability or disad-vantage.
The post holder is the most senior operational lead for the Group's learning, community support and employcapability services in Ireland. He/She is responsible for the leadership abilities of a large team in the delivery of best in class, operationally efficient, compliant and financially sustainable ser-vices. This will require very close working links with colleagues across the Operations division, and in particular with colleagues from the Quality & Governance and Business Development and Planning directorates.
The HoIO will lead employee engagement & service delivery transformation, aligned to Rehab's values, which will change the way employee's work together to deliver our services across Ire-land.
The post holder is responsible for the design and implementation of the Strategic Plan for the Group's Ireland Operations which will be built upon the principles of optimal efficiency, quality and integration of service delivery across the Group's suite of services in Ireland.

Minimum Education & expertise required

   » A third level graduate or individual with proven substantive practice in the planning and delivery of a wide variety of customer focused services.
   » A results-focused leader with clear proven people management expertise and capability to create a strong team ethos, to foster a positive working environment and to draw out the best in col-leagues.
   » A strategic networker with positive engagement expertise; demonstrating sensitive and politically astute relationship management with funders, partners and sector stakeholders.
   » A high degree of financial management capcapability with practice of budgeting and financial planning for a large scale operation.
   » Excellent planning and resource management capcapability including the capability to zoom in to detail with a level of scrutiny as well as to retain oversight on long term strategic plans.
   » An outstanding career record in a leadership abilities function, with strong operational and general manage-ment competency.
   » A proven track record in business planning and change management.
   » practice of the Training, Education, Labour or Health & Social Care sectors would be an advantage.

Job tasks & Responsibilities

   » In conjunction with the Regional Operating agents (Ireland), design and implement a Strategic Plan, aligned with Group strategic objectives, which sets the blueprint for delivery of optimal ser-vice improvement, efficiency and integration over a defined timeline; the Strategic Plan will be distilled into an annual Business Plan for each operational region and which will support and be consistent with the Group's annual Business Planning process and objectives.
   » Through an integrated approach to the design and management of the Group's Ireland ser-vices, deliver integrated pathways for those who use our services ensuring they receive optimal benefit from the services available all over the Group. Design and deliver the major change programme required to embed this revised approach to service delivery across the Group's Ire-land operations; this will incorporate engagement with colleagues from Rehab Enterprises.
   »Develop and maintain key strategic relationships with the organisation's funders nationally with regard to negotiation/management of Service Level Agreements and identifying opportunities for developing and expanding the Group's services where appropriate to its mission and where proven to be financially sustainable. These will be delivered through very close collaboration with colleagues from the Business Development and Planning directorate.
   » Ensure that the service delivered across the regions meets the identified needs and wishes of the people that we support; this will be measured and benchmarked across the Group through regular standardised user feedback mechanisms. This includes the design and management of a central performance KPI dashboard for service delivery, building on the Group's current per-formance framework; identifying areas of underperformance and driving the necessary action to resolve.
