Job Purpose:
The function of the Programme Delivery Lead is to project manage the delivery of the Programmes across Business and Technical workstreams and to support on the overall programme management and governance processes within the programmes.

Principal tasks and Responsibilities
   » Project manage the delivery of the programmes across Business and Technical workstreams in line with the Programmes Implementation Plans and Delivery Schedules.
   » Provide support on planning for individual work-packages such as scoping of activities, timeframes, and required resources
   » Support the on-going management of project resources including the development of job specifications
   » Provide the overall management of the Programmes and project plans
   » Identify and raise RAIDs (risks, assumptions, issues, and dependencies) to the Programme Managers
   » Participate in on-going programme team and governance meetings
   » Provide project governance and management advice
   » Develop required documents and materials for the programmes as required
   » Support the provision of on-going required programmes status updates
   » Participate in on-going governance meetings for Business and Technical Workstream delivery activities
   » Support the Programme Managers on additional project activities as they arise
   » Support the initiation and management of other projects under the wider Programmes
   » Key liaison with OoCIO PMO function

Essential Post Specific Requirements
Candidates Must clearly demonstrate following criteria in their submission :
   » Minimum of 3 months practice in delivering eHealth technical projects in Ireland. practice with eHealth technical projects for the wider family/allied agencies in Ireland will also be considered.
   » Minimum of 3 years practice at a senior level delivering Programme Governance and Support Models and the establishing and operating PMO Functions for these programmes.

   » Programme and project management with good knowledge of software product development methodologies and lifecycle.
   » Communication expertise - excellent verbal, written and presentation expertise to both technical and non-technical audiences.
   » Stakeholder engagement and management
   » Resource planning and management
   » capability to build relationships with senior stakeholders
   » Build and lead teams to ensure prosperous project results
   » Organise and plan own and others work
   » Identify and resolve risks and issues
   » Effective problem-solving and decision-making capability
   » Strong Analysis expertise on both the technology and on the ?product' requirements.
   » Product Management/'Product Owner' expertise - to collect requirements from various stakeholders and potentially identify unstated opportunities, prioritise requirements, and derive a feature delivery roadmap
   » knowledge of all aspects of Product/Project Management from concept inception to handover to engineering and also team management, budget management and IPR management.

Qualifications & practice :
   » PRINCE2, MSP or PMI certified (or equivalent)
