ECS is seeking a Financial Analyst-Program/Office Administrator to work in our Arlington, VA office.
Listing description
Position serves two functions (short-term and long-term):
   » First (short-term): Provide general office administrative and financial support for ECS' DARPA Division/Group and individual office program managers, basically an introductory position pending future growth opportunities
   » Second (long-term): Train the individual as a future DARPA programmatic and business financial manager/SETA while simultaneously providing office administrative and financial support. Intent is to gain DARPA training, practice, and exposure over one to two years in preparation for long-term position supporting directly supporting DARPA PMS and their programs.
Brief DARPA BFM Description: Drafts DoD financial documents such as Military Interdepartmental Purchase Requests (MIPRs), works with DoD financial systems including Defense Agencies Initiative (DAI); provides document management, program planning, solicitation preparation, scientific review evaluation boards planning and support, conference planning, preparing presentations and reports, and general office coordination/management; prepares/reviews financial documents, tracks program commitments, obligations and expenditures, and contractor monthly reports and monitors contractor performance; develops reports, briefings, program and contract documents; analyzes performance metrics and programmatic documents to ensure contractual, cost, and schedule objectives are met; providing programmatic and financial analysis of contractor schedule and assists with performance analysis and reporting
Required Special Skills:
   »Must be able to obtain a secret clearance
   » Provide financial and administrative skills to support the ECS DARPA STO program manager (and other DARPA office program managers as required)
   » Coordinates, collects, compiles, and edits contract monthly reports for submission to PM
   » Create and update contract task order invoices; track / follow up to ensure subcontractor timely invoice submission; process for PM approval; and file approved documents
   » Prepare cost projections and purchase requests for pending contract task order modifications (mods), coordinate with contracting agent, and follow up / track / file mod completion
   » Update project control database (excel spreadsheet) to reflect contract task order projections and actual.
   » Provide administrative support for proposal preparation, resume formatting, and other support as required
   » Coordinate conferences / meetings and connected logistics, prepare attendee rosters and name tags, coordinate with security to verify personnel clearance, and process personnel into/from meeting.
   » Detail-oriented; strong professional oral and written communication skills; proficiency in Microsoft Excel/Word/Power Point

   » Team player with the capability to work in a Federal government client environment and positively interact with clients, contractors, and other support personnel on a everyday basis
   » capability to lgain quickly, multi-task, and show flexibility, initiative, and innovation in dealing with ambiguous and fast-paced situations
   » Two to three years work practice
   » Bachelor Degree in Finance, accounting, business, and/or significant field.
   » Secret clearance
