The Brothers of Charity Services Ireland - Galway Region are a community located, person centred service focusing on the needs and abilities of adults with intellectual disabilities. The vision of the service is to support people with intellectual disabilities to achieve a full and valued life in their community. We continually review the way in which we support people in line with best practice - nationally and internationally. Our focus going forward is to form a relationship/partnership with each individual and their family and communities, supporting people to plan and direct their own service so that they can enjoy a life with a healthy balance of supports. We wish to create opportunities for people who are supported by our services to have valued social functions in their communities and to have the chance to form friendships.
The West Galway Adult Services which encompasses Galway City and County, provide a range of services including day, residential, respite, family support services, training, education, employment opportunities, outreach community support services/Individualised services, and leisure activities. Some of the community services staff complements vary from 50 whole time equivalent up to 120 wte and the management structures are in place according to size. The average number of people supported by our Services in these services vary from 40 to 70. The operating budgets would be in the range of €2million to €6million.
The community services consist of community houses and day services geographically dispersed in Galway City and County. The Area Manager, together with the Service Coordinator and local staff teams, is responsible for the coordination and continued development of the services in their area.
Reporting/Responsible to:
Sector Manager, Adult West Sector.
A nursing qualification registered with NMBI or a significant healthcare qualification is an essential requirement for the function. RNID/RMHN qualification is an advantage.
Candidates should have a minimum of 5 years management practice in the Health Sector. Candidates should have budgetary/financial, employee relations and team management practice. Candidates must hold a full clean driving licence.
Excellent leadership abilities, managerial and team-working expertise are required to co-ordinate and support the service teams and to ensure that a range of high quality services are provided. Excellent communication and organisational expertise together with up to date expertise of current thinking and practices in person centred service delivery.
Working Hours:
39 hours per week. Contracted hours of work are liable to change between the hours of 8am - 8pm over seven days to meet the requirements of the programme.
The roster varies in order to meet the needs of the service and accordingly you are required to be flexible in regard to your working hours. An on-call commitment is an essential requirement of the post. There is an expectation that a Manager at this level will interface with external agencies and attend meetings outside of normal working hours, positively promoting the work of the Brothers of Charity Services Ireland.
Annual Leave:
28 days per annum
€61,014 per annum x 6 increments - €70,934 per annum.
A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unappropriate to continue employment. The probation period may be extended at the Employer's discretion.
This position is Permanent, full-time and pensionable.
The Brothers of Charity Services Ireland - Galway Region model of service is located on Personal Outcome Measures requiring employees to be flexible both in their approach and their working hours to provide a quality service delivery for each individual.

The Function:
As the Area Manager you have a pivotal function in ensuring that the day to day management of the community service area reflects the ethos and vision of the Brothers of Charity Services Ireland, and fosters and promotes this vision in their relationships with people supported by the Services, their families, staff members, and the wider community. The Area Manager promotes and supports the use of the Irish Language, particularly in South Connemara, where Information technology is the first language of many individuals living there.
As Area Manager you are responsible for the effective management, development and support of a highly motivated staff team connected with the service area. You will contact and provide direct support to other senior management and will be a proactive member of the West Sector Management Team participating in the operational and strategic development together with the implementation of the services strategic plan. You will be responsible for providing overall leadership abilities and management to the Service Coordinator, Team Leaders and all Staff Members.
You will provide operational management of the Service and will be responsible for all aspects of the Service facilitating clear communication within the Service in realising the goals agreed by the Service Team. You will promote innovative methods of service delivery in a prudent and efficient manner.
You will work closely with the staff as a team supporting and fostering a culture of consensus decision making as far as possible. You will also support the on-going business and work of the Sector to ensure that the highest possible standards are in place, developing services that reflect best practice and meet the needs of the individuals we support.
Main tasks & functions:
   » leadership abilities, Communication and Support:
   » Support the development of person-centred services and the realisation of personal results.
   » Promote partnership, advocacy and self advocacy and be available to support advocacy and self advocacy groups.
   » Work closely with the Service Coordinator and Team Leaders to ensure the effective operation of services in conformity with the values and ethos of the Services.
   » Appraise, give feedback and support to Service Coordinator and Team Leaders in the development and fulfilment of their leadership abilities function in supervision meetings.
   » Assume the responsibility of the Person in Charge (PIC) under the HIQA Regulations.
   » Participate in the operation of the West Sector Team and assist in the development of guidelines and best practice development for the Sector, and policies and procedures for the service
   » contact with other Team Managers and Multidisciplinary and Organisational Services so as to ensure that effective communication and co-ordination of services takes place.
   » contact with significant local bodies and agencies.
   » Promote the Brothers of Charity Services Ireland commitment to community services and to support a network of community partnerships.
   » Promote the interests of the team and act as a spokesperson on its behalf, representing the team's annual report and team responses to policy and other documents, and attending regular line managers' meetings with the Sector Manager.
   » Promote good communication and sharing of information within the programme.
   » Support the process of continuing training and development of staff members.
   » Support team members and create a working environment that values and affirms all staff
   » Ensure the continuing development of pastoral work within the Services.
   » Promote public education and a positive image of people with a discapability and our Services.
   » Deputise for senior management as required.
   » Take a public relations function for the overall Services and ensure that there is on-going and regular communication with all significant stakeholders in the Services.
   » Support and Develop a Parents Forum to ensure that they are fully informed and involved in all significant matters and developments.
   » Service and Financial Management:
   » Ensure that the welfare of the people supported by the Services is looked after within the Services.
   » Ensure that services are delivered in conformity with the agreed service plan and budget
   » Review, in conjunction with the Team Leaders, the application of resources, the efficient and effective management of budgets and financial planning of each service team
   » Monitor expenditure limits, giving information on the budget to service community members
   » Create opportunities to consult staff and seek their views regarding significant issues such as manpower planning and development ensuring the optimum use of resources
   » Support (in liaison with the Human Resources Department) and work in conjunction with Service Coordinator and Team Leaders in the continuing implementation of policies and procedures on staff recruitment, induction, staff support and industrial relations, and the effective operation of the Services Disciplinary, Grievance and Complaints Procedures.
   » Authorise day-to-day expenditure within defined limits.
   » Ensure that serious misconduct issues involving staff are reported promptly to Human Resources and senior Management.
   » Provide induction for all new staff assigned to the programme as required.
   » Delegate responsibility to Service Coordinator and Team Leaders to ensure that all services have adequate staff cover. Ensure an on-call roster is in place for the service.
   » Ensure that the systems and procedures are in place to manage unscheduled staff absences.
   » Coordinate the provision of ancillary/support services and facilities within the Services including secretarial and administrative services, maintenance and transport services.
   » Strategic Planning and Service Development:
   » Our Strategic Plan is to develop further outreach community located services including individualised services for the adults in this geographical area.
   » Identify service needs and co-ordinate future planning within the Service Community and promote and support the development of new services.
   » Work with the Service Coordinator and Team Leaders to develop Service Plans as required for each team and ensure the development of these Plans is located on support needs arising in Individual Plans and the overall Galway Strategic Plan.
   » Update Service Development plans located on the changing needs of individuals in our services and new referrals for places in that service.
   » Represent the Services at evening/weekend meetings as required.
   » Support each Service Coordinator/Team Leader to report back on progress on their Service Plan through regular reports and immediately address any outstanding issues.
   » Ensure the proper functioning of the team located performance management system in the evaluation of the delivery of the priority strategic objectives for the Services.
   » Establish relationships and linkages with the local community and foster inclusion and participation for people who use our services into their local community.
   » Consider developments in the overall services when co-ordinating the various service elements within the Services.
   » Pay particular attention to the identification and resolution of key strategic issues within the Services.
   » Quality and Accountcapability:
   » Ensure that all standards required by monitoring bodies such as HIQA and CQL are implemented.
   » Ensure that the services provided are in line with international best practice and uphold national quality standards.
   » Support the evaluation process in each service community using the Personal results Quality System and the operation of the Quality Enhancement Forum.
   » Carry out regular Service Audits of specific policy areas such as Administration & management of medication policy and Health and Safety Guidelines. To also carry out audits on monies for people supported by the services. Ensure that each area maintains all systems and records up to date such as Personal results, Personal Profiles and Health and Safety (Hazard) Accident Incident Reports (AIRS) as required in quality assurance.
   » Support and promote the Irish language, particularly in south Connemara.
   » Policy Implementation and Safe Services:
   » Respond to emergencies that may occur within the services.
   » Ensure that the policies and procedures of the Services are implemented and provide feedback to the West Sector Manager on the operation of and overall direction of the Service
   » Support Service Coordinator and Team Leaders in the development of guidelines and procedures significant to their service community.
   » Ensure that each person supported by the Services is safe and that the Services' Client Protection, Good Practice Guidelines and Health and Safety policies and procedures are fully implemented.
   » Be aware of and become familiar with Fire Drill procedures and Training.
   » Be conscious of Health and Safety matters in the workplace, and in particular to comply with employees obligations as set out under the Safety, Health and Welfare at Work Act 2005.
   » Operate within the policies and procedures of the Service at all times.
   » Promote dignity at work and show respect to people who use our services, colleagues and stakeholders.
   » Perform such other tasks appropriate to the post as may be assigned from time to time by the West Sector Manager/Deputy. All tasks must be carried out in person at all times.
As the tasks and responsibilities of any post in the Services are likely to change with the continuing needs of the people supported by our services, i.e. age, level of discapability, Personal Outcome Measures etc., staff are expected to have a high level of flexibility, availability and an capability to develop new approaches to their work as the persons supported needs demand.
The function of the post holder will not be limited by reference to this Job Description. Information technology would be expected that the function will evolve as professional, structural and demands of people supported by the service change and the post holder will be expected to demonstrate flexibility expertise that will facilitate this.
